PSSR 2000, also known as the Pressure Systems Safety Regulations 2000, represents a crucial framework in the United Kingdom governing the safe management of pressure systems, including those integral to Refrigeration, Air Conditioning and Heat Pump (RACHP) systems.
The primary objective of PSSR 2000 is to mitigate the potential hazards associated with pressure system failures, thereby minimising the risks of accidents, injuries and property damage. These regulations place legal responsibilities on employers, owners and operators of pressure systems, mandating compliance to ensure safety and adherence to regulatory standards.
Under PSSR 2000, particular attention is given to the risks posed by the release of stored energy, encompassing gases, steam or liquids under pressures exceeding 0.5 bar (approximately 7psi). Compliance thresholds vary depending on the specific application. For instance, with regard to air conditioning and refrigeration, the regulations apply when:
- The installed power of the vapour refrigeration system exceeds 25kw
- Compliance is based on the refrigeration circuit, not the entire unit, with the kw duty referencing the compressor alone.
For example, consider a system with a data plate indicating a 40kw input and equipped with two independent refrigerant circuits, each compressor rated at 18kw. Such a system would not fall under the regulation. Conversely, a system featuring a data plate indicating a 40kw input, a single refrigerant circuit and two compressors – each rated at 18kw, would fall under the regulation.
Other key aspects covered by the PSSR 2000 regulations include:
Design and construction:
Pressure systems must adhere to appropriate standards and codes of practice during design, manufacture and installation to ensure integrity and safety.
Examination and Inspection:
Regular examinations and inspections are essential to assess the system condition and identify and defects or hazards.
Written Scheme of Examination:
Owners of pressure systems must develop and implement a written scheme of examination, detailing the frequency and nature of examinations required for each system.
Competency:
Individuals responsible for examining and inspecting pressure systems must possess the necessary knowledge, skills and experience to perform their duties competently.
Record Keeping:
Comprehensive records of examinations, inspections and any remedial actions taken must be maintained to demonstrate compliance with the regulations.
Our Expertise – Can We Help?
Failure to comply with PSSR 2000 can result in legal consequences, including fines and prosecution. Therefore, it is essential for owners and operators of pressure systems including those in RACHP systems, to fully understand their obligations under these regulations and take appropriate measures to ensure the safety of their systems.
